Who runs Culpeper County's schools, and how do they decide?
Culpeper County Public Schools serves about 8,400 students in 11 schools, with its central office on James Madison Highway in Culpeper and its board office on Radio Lane. What stands out about how this board works is its committee structure: alongside regular board meetings and work sessions it runs standing Finance, Capital Planning and Administration committees, each of which publishes its own agenda and meets monthly. In the year reviewed those committees accounted for 31 of the board's 51 published meetings. Like every Virginia division, Culpeper cannot levy a tax; it adopts a budget and the county appropriates the local share alongside state aid. The board runs that budget with a public survey and a public hearing before it votes.
Three standing committees do the detailed work
The Finance Committee met 12 times in the year, Capital Planning 11 times and Administration 8 times, each publishing its own agenda. Finance meets before the regular board meeting at the County Administration Office; Capital Planning and Administration meet at the School Board Office in the morning. Their recommendations then appear on the full board's agenda as a summary of committee reports.
A seventh elementary school is under construction
The board surveyed the community on a name for ES#7, settled on Mountain Run Elementary School in September 2025, backed a state Literary Fund loan for it in October, and authorised a construction contract with Taft Construction in November 2025. It was still taking project updates in August 2026, by then paired with a Culpeper Middle School project.
The budget year runs on public input
The board approved its FY2027 budget work session schedule in October 2025, ran a public budget survey from December 1 to 15, reviewed the Governor's proposal in January, developed the budget at February work sessions, and held a public hearing immediately before presenting and approving the FY27 operating budget on March 9, 2026.
Policy is reviewed continuously against the state association's manual
The Administration Committee works through the Virginia School Boards Association policy manual and Culpeper's own local policies in batches, taking each through review and then to the full board for a first and second read. The board renewed its VSBA Policy Services Agreement for June 2026 to May 2027.
The volume of committee meetings is a sign of a board doing detailed work in public rather than a sign of trouble, and much of what fills these agendas is routine approval of bills, personnel recommendations and appreciation resolutions. What the public index cannot show is the substance behind each item, because the supporting documents are not published in it.

Under construction; contract awarded November 2025Culpeper's seventh elementary school. The board asked the community to help name it, chose Mountain Run, supported a state Literary Fund loan to help pay for it, and authorised a construction contract with the apparent low bidder. Health Careers Academy lab school
Authorised to pursue; anticipated start 2026-2027A College Partnership Laboratory School run jointly with Germanna Community College, giving students a route into health careers with college coursework while still at high school.
