District's savings cushion is set to halve in three years

What happened

The same 2026-27 budget filing shows Howell's unrestricted general operating fund balance - the district's uncommitted savings - falling from $5.67 million audited at June 30, 2024 to $4.36 million audited at June 30, 2025, then to an estimated $3.24 million in 2026 and $2.74 million in 2027. The district also plans to spend $3.5 million of prior-year money inside each of the last two budgets.

Why it matters to families

That cushion is what a district uses to absorb a surprise, such as a special-education placement or a boiler failure, without cutting programs mid-year. Spending it down to balance the budget works for a while and then stops working, which is when class sizes, programs and staffing usually come under pressure.

The evidence

The advertised recapitulation of balances in the 2026-27 user-friendly budget summary lists the unrestricted general operating budget fund balance as $5,673,202 (audited 06/30/2024), $4,363,939 (audited 06/30/2025), $3,235,689 (estimated 06/30/2026) and $2,735,689 (estimated 06/30/2027). The revenue pages of the same filing show budgeted fund balance of $3,500,000 in both the revised 2025-26 and proposed 2026-27 budgets.
